a person who initiates or participates in a conversation and moves it to an intentional, deliberate, and planned conclusion without the express knowledge of the other conversationalist. i.e. the tail is wagging the dog, not the other way around- the dog is wagging the tail.
Be careful around him, he is a dogwagger. (Go see the movie Wag the Dog.)
