A type gym short popular before the 1990's. They have very short legs and are called dongouts because of the fact that instead of using a fly you can simply position your junk through the leg so urination is possible.
My mom bought my dad a pair of real gym shorts to replace his pale green dongouts he has had since the early 80's.
