What is Double Blackout Forever?

When caught in a circular argument that has descended to the equivalent of "Yes, it is!" vs "No, it isn't!" between the parties involved, one can quickly end the fracas by saying "Yes, it is! Double blackout forever!" At that point, the argument is won by "Yes, it is!". Further commentary will be "blacked out forever", or firewalled. And thus, "Yes, it is!" is allowed to stand as the final statement on the matter.
Person 1: "Yes, it is!"
Person 2: "No, it isn't!"
Person 1: "Yes, it is! Double blackout forever!"
Person 2: "Grrrrr... Darn you, Person 1!"
