What is Downie Hour?

An appointed hour of which is time for the metally disablled to have thier turn in an activity i.e. Swimming and playing in the sandbox.
Sometimes used to get a point across of how bad something was i.e. a training session
"oh good looks like its downie hour in the swimming pool again"
"yeah we had abit of a downie hour at training today it seemed that everyone had maybe a little bit too much to drink last night"
