The character in question is appropriately named "Blathers;" he is an owl who runs the local museum. He is a sweet creature who has a tendency to talk excessively, and, based on some of his speech patterns, seems to be British. He often liberally sprinkles the phrase "eh wot" throughout his lengthly proclamations.
"No, no, That's not necessary! Please, I must insist we keep it in the container! Protocols, you see, eh wot?"
