What is Eldriver?

An elderly person that does not know how to stay between the lines while driving. They often merge lanes into the car next to them, run red lights, drive 15 miles below the speed limit, and commit variouse other traffic violations. They may or may not be the blame for your late arrival to your meeting.
It sould not be legal for that Eldriver to be on the road?
