A person of cloaked, mysterious, vague or downright odd ethnic origin, culture, heritage or background, caused intentionally or otherwise.
Those neighbors, for example, with chickens and sheep in the background, children running around naked, women dressed in tableclothes and men wearing shiny suits, silk shirts unbuttoned to their navels and wearing enormous gold jewelry.
