Excess scrotal tissue. The condition can be genetic and seldom leads to medical complications. Or more often its etiology can be traced to scarring caused my repeated zippering of skin that has not been safely retucked after urination. Flimpis is a rare medical condition, as those predisposed to more than one accidental zippering usually do not survive long enough to reach breeding age.
Sweet Jesus....got my flimpis hung up again.
