What is Flobnosticating?

Talking aimlessly, taking up air time, obfuscating and generally prattling on, without serving any useful purpose, except to distract and whittle away time that could be better spent. To engage in discourse that may appear to be purposeful, but is more form than substance.
You may think he is sincere and that he has something worthwhile to say, but he really is only flobnosticating.
