The term was first coined in a small high school in Shawnee, Oklahoma and quickly spread throughout the rest of the Midwest. It is used as an adjective noun or in place of someones name. The term is ever growing in popularity. It's a great new insult for that jerk kid that no one likes. There is even a song you can sing in front of the fred savage. These negative connotations have nothing to do with the real fred savage in anyway.
