What is Friendly Neighborhood Gangster?

A ghetto, thugged out Drug Dealer (usually black) who sells drugs in wealthy, upscale (usually white) neighborhoods but actually lives in another, less affluent community.
When I want to buy some weed, I'll either go to a kid in school or call up my friendly neighborhood gangster.
