An attitude Stetson Kennedy recommended to tackle with bigoted speech. He coined the term, when he started a campaign with that name in the 1940s, which simply encouraged people to pointedly frown when they heard hate speech, which lead Stephen J. Dubner and Steven Levitt to say that he was "the greatest single contributor to the weakening of the Ku Klux Klan."
