What is Fukeye?

The term "Fukeye" is rarely used and when is, it is used as an offence to state if the person your are arguing with has a lazy eye.
It is a very strong use of word and very rarely heard of.
Teacher: LOOK AT ME WHEN IM TALKING TO YOU!
Student: I would, remember im the student with the lazy eye?
Teacher: Oh yeah your the Fukeye'd student.
