This is a term to desinate a cheap bastard. Not just a standard cheap ass, this person is a Fulcher, i.e. they will eat only what is free and never offers to pay for anything.
He fulched me out of the extra doughnuts. That cheap ass is such a fulcher.

Of or pertaining to the skinflint family. This is a person of considerable lineage. The skinflints have been around for as long as the unit of monet was invented and they may stioll have some of the originals. You can spot a Fulcher by the bargain shoes and well worn clothes. They will generally drive 20 year old pick-up trucks and demand free coffee at the local store for life. They are a dangerous sort and should be approached with caution lest you plan to buy lunch or loan a lump of coal.
That skinflint fulcher made me spend 3 hours looking for that .06 cents.
