1) To be in a state of euphoria, induced by simply being alive. This definition is the official definition.

Alternately,

2) To be in a state of euphoria, induced by, but not limited to, a) the use of narcotics, legal or illegal; b) the consumption of alcoholic beverages; c) being in the presence of an extraordinarily attractive member of the opposite sex.

Man, I was so glaciered last night.

I cannot get over the fact that I am completely glaciered.
