His qualifications are his endless expense account and being married to the VP's daughter. He maintains a nickname he carried over from his college fraternity, such as "Chip" or "Skip."
His skillset is major ass kisser to people with money.
His method of operation is using his ass-kissing skills to caddy for lesser known pro-golfers and leveraging those experiences for ass kissing from higher management and hotter and more well connected women.
Indications: no tan lines (origination of word), goofy laugh, and you love him and you can't help it. His presence gets you laid even though you feel dirty for it.

Verb. As in "to goldenrod." To pose a series of nitpicky questions about someone's work product, requiring that trivial and inconsequential issues be resolved before the work product can be released. Often such questions are scrawled on goldenrod-colored sticky flags that are interspersed throughout the work product.
