What is Go-to-hell?

(adj.) used to describe an odd article of clothing or something out of the ordinary for someone. Usually used in jest to call someone out, or in observation of a grotesque object.
eg: "Boy where in the hell you get those go-to-hell shoes?"
"Here comes Helen in that go-to-hell pink cady."
