Refering to a "handicapted" and "specially education" person. One of the most offensive disses. Used when the person has displayed either mental and/or physical retardedness or stupidness.
Achmed: Pass me the dart, and I'll do a one-timer.
Abu: Ali Baba, Achmed! You are such a handisped, there isn't no one-timers in darts.
