What is Hawaiian Roadblock?

(noun)- where, usually on a two-lane road, a car in the left-hand lane slows down and keeps pace with a slower moving car in the right-hand lane, usually to punish a tailgater or just to be a passive-aggressive dick. Subsequently causes slow moving traffic to pile up for hundreds of feet behind him. It should be legal to ram people like this into the center divider.
