Playful reference to minor childhood illness, childhood bad mood or reluctance to attend to school or outdoor activities. Given by an elderly baby sitter who originated in Skowhegan, Maine. Used c. 1949-1952. Probably very obscure with Maine origins.
"Oh of course you can play outside in the snow, you just have high pan togs on the liver".
