also known as a "public fountain" to civilized people. Stupid hobos undress and bathe in them in the dead of night (although by the looks of it, most hobos never shower at all).
Little child: Mommy can i throw a penny into the fountain??
Mother: Ok honey, just watch out for that naked hobo standing in the middle, he thinks this is a damn hobo shower.
