What is Hollerjam?

A traffic jam caused by the stopping of vehicles on either side of a two lane road, so that the drivers may converse with each other. Primarily occurs in dense urban areas where "hollering" is more important than the timely flow of traffic.
"What the hell is the hold up"
"Those two idiots ahead are hollering at each other"
"Hollerjam!"
