What is Hoodless?

Not tight; completely lacking any gangster qualities; one who does not charge it to the game. i.e. turtleneck, fanny pack, etc.
"You're hoodless."
"What?"
"You know, like a turtleneck. Hoodless."
"I don't get it."
"The opposite of hoodful."
