The concept that a person is hotter in one geographic area than another because of relatively less competition in that first area.
Jessica was considered a '10' in her hometown of Milwaukee, but only a '5' when she moved out to LA to pursue an acting career. Back in Milwaukee she benefited from "hotflation", but in SoCal she was just another pretty face.
