To be in charge of a large drug dealing operation, preferably in a public housing project or low income neighborhood.

Generally one who is "housin' the scene" has a large stash or either rock cocaine or marijuana and this is generally protected by enforcers with large guns such as "triple beams" as referred to in the well known Westside Connection song: "The Gangsta, the Killa and the Dope Deala"

"Well, it's the nigga that's housin' the scene,I got pounds of green and birds sittin' on the triple beams"
