A howder chout is a type of person who refuses to listen to any advice anyone can give to them or do as instructed by an elder or someone else in charge of them. A Howder Chout is also a incredibly annoying person who always thinks that they are correct and are generally incredibly ignorant, worse than many black people and rednecks.
