A howder chout is a type of person who refuses to listen to any advice anyone can give to them or do as instructed by an elder or someone else in charge of them. A Howder Chout is also a incredibly annoying person who always thinks that they are correct and are generally incredibly ignorant, worse than many black people and rednecks. To Call a person a Howder Chout is an extremely mean thing to say, worse than calling a girl a cunt.
I told Steve not to go into the bathroom, but that dumb Howder Chout had to go in anyway, and guess what happened? He saw his grandma naked.
