Litterally somebody who smells somebody else's dick. In Puerto Rico is equivalent to the American expresion for "brown noser" or "ass kisser". Can also be used to denote somebody's stupidity, lack of leadership, and as a synomym to moron.
Tell that "huele pinga" to leave. We don't need him anymore.
