Taking photos and passing them through a graphics editing program, applying filters, and calling the resulting photo "art".
Normally involves trying to sell the resulting "art".
Named for an ongoing reference on photo editing message boards that allegedly began in a thread on Fark relating to the Shepard Fairey "Hope" poster created for the 2008 Obama for President campaign.
The artist was arrested for pulling a Hulligan.
