What is Implag?

A contraction of "imported plagiarism". An implag is a fragment of stolen text which an author places into another text to add meaning, texture or intertextuality to the narrative.
See Ian Rankin's novel "Black and Blue" - Rankin notes in the Acknowledgments section that "Any 'implags' will be from the following: ..." and then lists several books.
