What is Irish Blame?

The way groups of people blame others for their own stupidity or inadequacies. For example, the way the French and Germany blame UK for the all the craps EU, Blacks blaming whites in US, Irish blaming drinking for their problems, Arabs blaming Israel for their chaos and Moslems blaming Christians, Cubans blaming US for the shit of communism and Castro, Africans blaming colonialism instead of holding their leaders into account…say the list can go on forever!
