What is Jotaf?

In the area around Seattle (Washington) this word is used to refer to the alpha male or leader in a group of street thugs. It started being used in the local Danish suburban community but fell into a more general use somewhere around 2006.
I'm not talking to you, I wanna see the jotaf.
