Most often used by anime fans. One could guess this is because the characters from the popular manga/anime "Ouran High School Host Club," particularly Honey, use the phrase.
I wouldnt doubt that other manga/anime characters use the phrase as well.
But the phrase is not ONLY used by anime fans.
