1.A friend that you usually hang out with, as long as a certain third person is present as well.
2.A catalyst for fun times to an already well established relationship between 2 other people.
"Do you hang out with George at all?"
"No, he's a kinda-friend. Ryan wasn't around so it would of just felt kind of awkward.
