Well, basically, it's said when someone is saying OK, usually to end the conversation, then saying that they're bored. It directly translated to this:
"Okay. I'm bored."
Dude 1: OMG I just got teh awesome achievement in L4D!
Dude 2: kkbored. Can we do something fun now?
Dude 1: Fine, jeez.
