What is Krottle?

To lure a person in by speaking in a low monotone voice progressively getting quieter and quieter until nothing but faint whisps and grumbles can be heard. Usually makes the person on the receiving end lose interest or have no idea what the person is still speaking of. Usually when krottling the conversation has no relevance anyway.
Guy: Oh hey, Dave, how are ya?
Krottler: So you see.. damn.. the carlton said.. flibaa..uh buh dee uh buh dee.. sppspssspspsss ... spspss
Guy: wait.. what?
