What is Kwalar?

Any person employed, or otherwise present at any workplace or in any profession who holds no obvious position or rank, and performs no apparent tasks while always seeming busy, important and hard at work; all the while, everyone knowing that his/her prescence is nothing more than Yagfokcas.
Why is Jim telling us what to do? What the heck is his job again anyway? That guy is a real kwalar.
Examples: Paris Hilton, or that guy walking with the clipboard toward the bathroom everyday at noon....
