A person who desires to cotrol the behavior of fellow drivers by refusing to move to the left lanes (aka the slow lanes) and thereby acting as barrier to the free flow of traffic.

May be the driving stage of the hayes street shuffle.

That fricken lane nazi is blocking traffic for a half a mile.
