Gives the connotation that the user of the phrase is very happy-go-lucky, but on closer examination one realizes that the user is going through a hard time.

Heard it in one of the sayings "Sex, booze, rock and roll; Weed, speed and birth control; Life's a beach and then you die; so fuck the world and let's get high"
