Loilta or GothicLoilta originated in Japan as a clothing fashion (fad) to girls who envied the clothes of porclein dolls. Its those fancy ruffly pretty clothing that japaneese people wear thats called loilta.

Person one: Hey whats that beautiful outfit the japaneese exchange student is wearing?

Person Two: Wow its beautiful. I heard its called loilta.
