What is Mamby Pamby?

A wimpy insipid person that is as milk toast as the worst rhyming poetry imaginable. Coined in the 1700's to describe the work of poet Ambrose Phillips(1674-1749) These days it usually invoked at a person that can not function from an overuse of spirits or drugs.
