An annoying, dorky person who abuses the tiny bit of authority or knowledge they possess.
Dennis: So I parked my car slightly over the line in this huge parking lot that is completely empty, when this square badge waddles out of the building and tells me I need to park between the lines or he’ll have my car towed.
