Originating from Paul Mezack, who invented the internet, met the anti-christ in virtual reality, was a member of the Philadelphia project, and knows everything about everything. Also the guy who has caused various planes to fall out of the sky whenever he is around.

Being a completely and utterly clueless person walking around without a care in the world . One who is can not cope or lacks the ability to correctly communicate with the other members of the human species.
