A person, who is gay, or minces.
hey look at mincy walk, hes mincing!

a person who is mean for no reason at all but on a much smaller scale than mean. (mean + mini = mincy)
If Minnie Mouse were to for some reason be mean then it would be mincy.
(i.e. Minnie why are you being so mincy today? )
