What is Mongosarge?

A police sergeant in a small town, who is retard-like in appearance with giant Dumbo-the-Elephant type ears. He is also of poor intelligence and anti-social in behavior.
Mongosarge stopped me the other day, but he's so stupid he didn't see the bag of weed in my center console.
