What is Nctams?

The worst place ever to exist on this plane. A building with subterranian qualities although build above ground, no windows are allowed to shine the light of god on it's halls. People at NCTAMS walk as if they are dead back and forth waiting for 12 hours to go by.
Sailor bob-Dude I got orders to NCTAMS! Shore duty here I come!

I heard NCTAMS is getting a whole A school class! That's 30 more sailors who will never reenlist.
