Someone who is known to speak incessantly about something with a personal conviction, while not having enough knowledge or experience with the subject matter to do so. Slang for someone who "flaps out the side of their neck."
"You are a neckly. You've never enlisted in the military. However, you continue to babble about how bad this will be for me."
