Noun - An act of legislation, at any level of government, which effectively reduces the power and influence of that government and its officeholders. Such a reduction is preferred, but not required, to be either substantial or the original legislative intent.
A combination of "negative" and "legislation," negislation references the crucial distinction between the positive and negative powers of government as set out in the Constitution of the United States.
The passage of medical marijuana laws in various states would be considered negislation because they represent a net reduction in the power of government over the lives and personal choices of individual citizens.
