What is Nelphy?

A person who lacks sophistication and class. They travel in packs and the leader is always the most sobber but sometimes when they are all fucked up on drugs, they have no pecking order. A nelphy is what you would call someone who pisses you off. If you don't know what a nelphy is you probably are one.
That nelphy stole my bike. I aint goin to no nelphy party, they aren't right.
