What is Neo Chav?

Not remotely chav-like aesthetically, the Neo Chav can be seen in designer clothes, a decent car etc. But still talk and act like chavs. They have evolved from the shackles of appearing like a chav, but still have the mannerisms or a chav or wigger.
Although I like his song "Magic", Robin thicke looks like an upper middle class type. When I first saw one of his album covers, it seemed quite Neo Chave-esque.
Jeff has a car, a job, and an armani tux, but he's still white and talks like he's from the hood. He is a Neo Chav.
