What is Nigger-be-good Stick?

The name given to either a police baton, or a police issue Maglite.
I came out of the bar up the street the other night and these two cops started to hassle me about where I was going at 2:30 in the morning. One of them was tapping his nigger-be-good stick flashlight on his hand. I thought he was going to beat me!
